I often get this question with people new to LinkedIn, or with small networks.  The reason LinkedIn won’t let you send an invite is usually one of three things (and really – the last one is usually the case….)

1 - Either you have exceeded your invites (3000) in which case just go to LinkedIn's helps section to ask for more. (See video on how to do that here:  https://youtu.be/YPcJFZN1Mt4)

2 - Too many people have IDK'd you (said they don't know you) and LinkedIn has limited you.  Again, beg LinkedIn’s forgiveness via their help section.

3 - These connections are outside your network (you don't share a group and are not friends of friends).  In which case start proactively joining some groups they are in.
